Karnataka CID – First Cyber Crime Police Station, Digitization
In the year 2001, was instrumental in the creation and operations of India’s first Cyber Crime Police Station on the Karnataka CID campus. Headed the Crime Module requirement gathering for the proposed Police Software. Digitization of cases was taken up in the CID under CCIS Project of the Govt. of India. Beginning of Police IT work in Karnataka CID.

Bangalore City Police – AVLS, Networking, Website
As Addl. COP, Bangalore City Police in 2008 created the first successful networking in the Police, of the Bangalore Commissioner of Police office. First state of art PCR Vans were rolled out in Bangalore on the Delhi model having Automatic Vehicle Location System, AVLS for the first time. Created a modern website for Bangalore City Police, a novelty then.

Police IT ERP Solution
Created India’s most comprehensive Enterprise Resource Planning (ERP) Software, Police IT, based on Microsoft’s Dotnet Platform, with 2.5 million lines of coding, 517 screens and 422 reports, spanning 12 modules. A project named Police IT 2000 delayed by over 8 years started its rollout in 10 months of completely overhauled development, User Acceptance and Roll Out. Later in 2013 worked on the Internal Security Dept’s ISD Module and its integration with Police IT.

The Police IT Software in last 9 years have been integrated to National Data Base under the CCTNS Project data sharing arrangement through a bridge software. The 21 Services under SAKALA as per Karnataka Guarantee of Services to Citizens Act 2011 was at the end backend integrated with Police IT. Seva Sindhu the subsequent and upgraded SAKALA was also integrated with Police IT. The same exercise was done for the Passport Seva Project. This speaks volumes of the robustness of the software.

KSP Wide Area Network KSPWAN / Tier II Data Center
Established an Intranet for the Karnataka State Police, spanning the whole state and all police offices. Karnataka State Police Wide Area Network (KSPWAN), fully functional since 2009, is a combination of 42 MPLS, 1583 VPNoBB/FTTH and 2 ILL links. 818 Police Stations were brought on VPNoFTTH project getting completed in Jan 2010. Created KSP Data Center, a Tier II Data Center. In 2014 with renewed funding Private Cloud was created. Disaster Recovery Site was created and got commissioned in Delhi. Data is replicated every 30 mins. Active /Passive DC/DR. Karnataka works fully online. Full connectivity is still an aspiration is large parts.

In house System Administrators
Unique IT Ecosystem created. Created in house technical resource pool, potential tech savvy constables after selection for this purpose, 75 of them were trained and they cleared the certification courses MCSE and CCNA. They are the System Administrators in the Karnataka State Police on whom the whole system operates. One of its kind in the country.

Overall Capacity Building
Only this can make IT tick in any organisation. Making transformative skill set transformation within the available resources in terms of time, funds, trainers etc. Around 18,000 employees were trained all across the state. Anything it takes was the war cry; establishing Temporary training schools, creating in house trainers to train the user, curriculum for Basic IT and specialized Police IT, from constables to the DSPs and later IPS Officer as well. 75 Nodal Officers were nominated from across the state, at least one from each unit and trained. They were the real catalysts in the long drawn process of deployment. Still remains the lead model in the country.
Police IT is now a part of curriculum at all levels of police training. Video tutorials on Police IT were created and hosted in the KSP Data Center. In house technical resources trained and experienced resources managed the operations of the complete IT infra. Karnataka Police Academy, KPA, Mysore has been developed as a Training Resource Center in last two years; fully Wi-Fi campus, training material hosted, application is being extended to other training institutes.

CCTNS – Karnataka Advanced State
CCTNS is the pioneering comprehensive Police Computerization Project in the country initiated in 2009. It aimed at the 15,000 Police Stations and 6 higher Police Officers in the country. Karnataka got an Advanced State status in the National level Police Computerisation Project, Crime and Criminal Tracking Network and Systems, CCTNS. Police IT Ecosystem was validated with full funding from the centre. Karnataka had completed all the major elements of the Project at its initiation stage itself, only incremental development happened henceforth. Police IT in Karnataka preceded CCTNS and was also the leading state. No state has a home grown fully contained Police IT Ecosystem even today.

It has been built upon KSP Mobile App used for Incident Reporting, SOS, sharing location and know the nearest location functioning for the last 3 years. This has been upgraded in a full M-CCTNS suite of which the first phase is ready after development and one round of testing. Mobility now gets inbuilt into the Police anti-crime functioning. The app is inward facing – for the police officers only, based on their access and privileges. Backend it is connected to the CCTNS Database bringing in immense functional freedom and effectiveness.
In the first phase the services are: Person of Interest module, SDR Search Module, Vehicle Search Module, Arrest Coordination Module, Push Notifications, Fingerprint Recognition and UDR & Missing Persons Module. Other utilities would be added in the subsequent phases.

Inter-Operable Criminal Justice System
ICJS is the next phase of the CCTNS Project. Conceptualised in the 2015 is an integration of databases project and its interoperability leading to immense gains of the computerisation done in different components of the Criminal Justice System; Police, Forensic Science Laboratory (FSL), Prosecution, Courts, Prison, Finger Print Bureau (FPB), and Child Care Institutions. Sharing of data/mechanism has been worked out in detail under the aegis of Hon’ble Supreme Court. Integration with Court system was done 2014, pre-ICJS. Karnataka’s FSL Module is being extended across the country as a part of this project. ICJS State Level Committee was instituted in 2017. 9 APIs were developed to integrate Police IT with ICJS.

Police IT V2
To keep pace with the change in technology, upgrade to dotnet platform version 4.6 and SQL Version 2017 etc was a must for Police IT, given the complexity, quantum of usage, the time taken per task / quality of service, database integration, the nature of reports, rewriting business logic, improved encryption / security, mobility etc, the upgrade was a necessity for a nearly 10 years old software. The requirements were drawn, the transition decided, final envisioning has been completed. Given the .Net Framework Microsoft has been hired to do the project. This will make Police IT future ready and operational for the next ten years.

Citizen centric services
Online citizen centric services is the key to ease of living. 21 Police services are being provided on the SAKALA portal of the Govt. of Karnataka since 2012. The pilot was done in Chitradurga dist. A GSC number is assigned for tracking of every single application. More than 7 million citizens have availed of these services in the last 8 years. 5 Static services and 4 dynamic services are being provided on the CCTNS Citizen Centric Portal. Recently 18 services of the Police have been integrated into Seva Sindhu, the next level citizen centric services of the Govt. of Karnataka. Services can be availed online end to end inclusive of payment. Vahan Samanvay services are also being provided.

Executed in 2019. Mobile passport project cuts down the police verification time considerably from 30-35 days to 7/8 days. Bangalore did a successful transition sometime back.812 Police Stations were provided tabs with 4G connections, brought on to the fully secure MEA network and end to end security taken care at all ends. The documents needed for police verification are transferred to the designated constable at the concerned PS. Verification is done at the residence of the applicant using this app and uploaded with the locational coordinates.

Introduced eProcurement, Expertise in Bid Process Management
This was introduced in small way in 2009 and in a short time it became the order of the day. All procurement since then is being done on the eProc portal of Govt. of Karnataka, which is now mandatory. All tenders of Police IT/ CCTNS between 2009 -2011 was conducted on this portal. Gained immense expertise in Bid Process Management handling over 150 big tenders in 11 years from CCTNS to Civil Construction to Cyber Forensic Infrastructure for the State. As In charge, MD, Police Housing Corporation, completed 34 tenders for the third phase Police Gruha 2020 of more than Rs.500 Crores. Indent Management & Contract Management competencies have been picked up to.

India Police Hackathon 2019
It was conducted at RV College of Engineering, Bengaluru on the 16th & 17th of Nov 2019. It was exploratory coding competition running non-stop for 36 hours. The total number of entries were 303 of which 290 fulfilled the criteria. At the end of the online preselection round only 45 teams made it to the final - the physical venue round. Indian Institute of Science, IISc, came out as the winner, the prize money being Rs.1 Lakh. IEEE was the Knowledge Partner. Real life police problems were addressed quite unlike the generic hackathons, pertaining to Facial Recognition, MoRTH Data Analysis, Unified Communication App, Centralised Beat Management
Solution and Connecting Online Presence for OSINT & Investigation. India Police Hackathon would go down as one of most productive in the country ever. Hackathons can be used to crowd source well validated prototypes.

CCTV Projects, Chairman, Electronic Systems Validation Committee
Founding Chairman of this Committee since 2013 till VRS on 31st March 2020. Members include experts from IISc, RV College of Engineering etc. It was mandated to give technical clearance of all tenders related to CCTV and electronic procurements. Two major projects CCTV across Karnataka Coastline and for the Central Business District, Bangalore. Created the blueprint for CCTV surveillance for all Karnataka Police Stations and implemented it.
Headed the Govt. of India’s National CCTV Protocol Committee 2018. Worked as the National Project Coordinator for the BPR&D sponsored Research study on the Critical Analysis of the Effectiveness of CCTV in Law Enforcement (crime prevention, detection, traffic management etc) in six major cities viz. Delhi, Kolkata, Mumbai, Chennai, Surat & Bengaluru. Spearheaded the efforts to discover the right technologies, gadgets, integration issues and technical specifications for the Safe City Nirbhaya Project, a Rs 667 Crores project with the duration of three years. Spread across the whole city the project proposes 7,500 cameras of PTZ, ANPR, facial recognition, body worn & drone camera varieties, a video command center, its integration and GIS based crime mapping and analytics.
